Purpose
Accounts are showing zimbraAccountStatus as "locked" due to too many failed login attempts, even though zimbraPasswordLockoutDuration has passed.
Resolution
Per https://bugzilla.zimbra.com/show_bug.cgi?id=67435#c12
"The account will be re-activated upon the very first successful login after the lockout period has passed. Lockout period is defined in zimbraPasswordLockoutDuration account/cos attribute. If the user never logs in again, the account will remain in the lockout state even after the lockout period has passed. There isn't a maintenance thread that automatically re-activate locked-out accounts. "
So, even though the account status says it's locked, if the duration has passed, the user can try to login again, with the correct password, and it will automatically unlock the account.
