Resolution
The variable to set for a 452 Temp/Try Again response verses a 552 Permanent Error is listed below. This happens over lmtp [mailstores] rather than smtp [mta’s]. For smtp, see Controlling_Behavior_For_Messages_Sent_To_Over_Quota_Mailbox_-_SMTP .

Setting to TRUE will flag it for the 552 response.
